| NC General Assembly - Current Status of E-Verify Bill HB36
1. The House passed HB36, Fourth Edition, short title, “Employers/Government Contractors Must E-Verify,” on June 8th.
2. The Senate revised the bill and the Sixth Edition short title is “Government Contractors Must E-Verify.” The bill passed the Senate on June 14th in a vote of 46 to 1.
3. The House version applied to employers and their subcontractors contracting with a government agency in NC and required that they use the federal program E-Verify for work authorization of new employees. The Senate version only applied to construction or repair work contractors, not to all businesses in NC.
In both versions all employers (House version) or contractors (Senate version) were required to use E-Verify if they had at least 25 full-time employees and were contracting with a government agency in NC.
4. Because of the differences between the two versions of the bill, it was referred to the House for concurrence. Thursday, the House failed to concur, so the measure will go to a Conference Committee.
In the House the Conference Committee members will be Representatives George Cleveland (R-Onslow) tel: (919) 715-6707; Harold Brubaker (R-Randolph) tel: (919) 715-4946; Harry Warren (R-Rowan) tel: (919) 733-5784; and Dewey Hill (D-Brunswick, Columbus) (tel: (919) 733-5830. The Senate conferees were not available at the time of this report.
5. Attempts have been made to determine the rationale for the changes in the Senate. More information will follow, when it is received. |
